While infrastructure‑heavy goals indeed demand large capital outlays, many biodiversity and climate targets also require costly systemic shifts—such as large‑scale renewable‑energy grids or ecosystem restoration—that far exceed the budgets of low‑income nations. Moreover, political will can be a decisive multiplier: strong governance in some African states has accelerated progress on gender equality despite limited resources, whereas entrenched interests in parts of Europe have slowed climate action even with ample funding. Thus, the interplay of finance, institutions and societal norms, rather than cost alone, determines which SDGs advance most rapidly.
